PQRS

Radicar y consultar estado

Cuando radicas un PQRS, recibes referencia visible y puedes consultar estado en cualquier momento.

Si agregas correo, las actualizaciones de estado se encolan para correo saliente; el envío ocurre cuando Resend y el drenador (`/api/admin/pqrs/notify/drain`) están configurados. Sin eso, sigue usando la consulta por referencia aquí.
